If you have a customized theme, the Related Articles section might have been removed entirely.
If that's the case, update Customize > Style (HTML & CSS) > Custom HTML > Article with the Related Articles merge code to revive it.
Copy and paste the Related Articles HTML from Default Article HTML, rows 15-18 where you'd like the Related Articles list to reappear.
